December 2019 Newsletter for Ohio's CTR Physicians

The CTR newsletter is distributed to physicians with an active CTR and provides important updates for the Ohio Medical Marijuana Control Program. 

The State Medical Board of Ohio has approved 5 new certificate to recommend medical marijuana (CTR) applications since the November board meeting. As of December 11, 2019, the total number of active certified physicians is 590.

Petitions for Qualifying Conditions
The State Medical Board of Ohio established Nov. 1, 2019 - Dec. 31, 2019 as the second submission period for petitions to add a qualifying medical condition to the Medical Marijuana Control Program. Petitions can be filed electronically through the state's website: https://medicalmarijuana.ohio.gov/condition. Petitions need to include (per Ohio Administrative Code 4731-32-05):

  • The name and contact information
  • Specific disease or condition requested to be added
  • Information from experts who specialize in the study of the disease or condition
  • Relevant medical or scientific evidence
  • Consideration of whether conventional medical therapies are insufficient to treat or alleviate the disease or condition
  • Evidence supporting the use of medical marijuana to treat or alleviate the disease or condition and other types of medical or scientific documentation
  • Letters of support provided by physicians
Once the petition period has closed, the Medical Board will begin its review and decide which petitions meet the requirements by Jan. 8, 2020. The board will also take public comment regarding the petitions. It will then have six months to consider expert review and vote on the conditions. 

Operational Dispensaries

Ohio now has 45 operational dispensaries where a patient with a recommendation may purchase their medical marijuana product.

Physician Annual Report 

The standard of care in rule 4731-32-03 requires each physician with a CTR to submit an annual report to the Medical Board. To collect the annual report data, the Medical Board will be sending a survey to all certified physicians. Each physician will be asked to give their professional opinion on the effectiveness of medical marijuana for the conditions for which it has been recommended. The board will send the survey after approximately one year of patient use and product availability in the Ohio Medical Marijuana Control Program.

Renewing Recommendations

The first set of registrations are set to expire on December 31, 2019. In order to renew their registrations, patients must be issued a recommendation (a renewal of their current recommendation, or a new one) within 90 days of their registration’s expiration date. After that happens, a button will appear on their Registry profile. They can sign into their profile, pay their registration fee, and renew their registration. When attempting to renew a patient’s current recommendation, the “Renew Recommendation” button will only appear to the physician who originally issued the recommendation. However, all CTR physicians can terminate a recommendation and/or issue a new recommendation to any patient. More information on recommendation renewals can be found here.

 

Please note: if a registrant does not pay their registration fee before their card expires, their registration does not go away. The card will lapse, making them unable to purchase medical marijuana until they renew their registration. Even if the registration expiration date passes without them paying their fee, they can still log onto their Registry profile and pay for their registration. Once the fee is paid, the Registry card will update accordingly and become active once again.

Proposed Rule Amendments

The Board of Pharmacy has released its first set of proposed rule amendments. For more information, please visit the Medical Marijuana Control Program website at www.medicalmarijuana.ohio.gov/rules.

Registration Payment Refunds

Please make sure your patients are aware that registration fees are non-refundable. The Board of Pharmacy will also not issue partial refunds for registration fees paid before a veteran or indigent status is approved.

To help inform physicians choosing to include instructions for use, the types of products currently available through the Medical Marijuana Control Program are listed below. This list of products is expected to grow as the program continues to mature.

Search Map Feature

If you applied for a CTR for any purpose other than making patient recommendations (e.g. research, specialized CME, etc.) please let us know and we will not feature your contact information on the map.

If you received your CTR this month, or have not yet provided all of the addresses you wish to list on the medical marijuana physician locator, please complete the survey below. Your name and practice address will not appear on the search map until your survey is submitted. 

License Number

Please be aware, now that you have been granted a certificate to recommend, your official license number includes the suffix  CTR. Example: 35.12345CTR. 

Standard of Care

All physicians with an active CTR are expected to follow the full list of requirements in Rule 4731-32-03 Standard of care in the Ohio Administrative Code.
