Ohio's CTR Physicians

This newsletter is distributed to physicians with an active Certificate to Recommend Medical Marijuana (CTR) and provides important updates for the Ohio Medical Marijuana Control Program (OMMCP). 

The State Medical Board of Ohio has approved 8 new certificate to recommend medical marijuana (CTR) applications since the May board meeting. As of June 8, 2022, the total number of active certified physicians is 647.

Medical Board Rejects Petitions for Autism and Opioid Use Disorder

On Wednesday, June 8 the State Medical Board of Ohio voted to reject the petitions for autism spectrum disorder and opioid use disorder. These conditions will not be added to Ohio’s Medical Marijuana Control Program at this time.

 

The board could review these conditions at a later date if additional studies or evidence are brought forth in the petition process. The next window for petitions will be November 1, 2022 through December 31, 2022.

Physician Annual Report 
Ohio Revised Code 4731.30 and Ohio Administrative Code 4731-32-03 require each physician with a CTR to submit an annual report to the Medical Board. To collect the annual report data, the Medical Board will be sending a survey to all certified physicians. Each physician will be asked to give their professional opinion on the effectiveness of medical marijuana for the conditions for which it has been recommended.
 

Even if you have not made any recommendations with your CTR, you are still required to submit a survey. As a CTR physician, it is your responsibility to comply with the conditions of your state licensure.

 

The board will be sending out the 2022 survey via email in the coming weeks. Please ensure the email address and mailing address you have on file with the board is up-to-date. To remain in compliance with Ohio law, you must complete the 2022 survey. 

Renewing Your CTR

As a reminder, your CTR will remain active when you renew your license unless you make the choice to inactivate it during your renewal process. Physicians who no longer want to make recommendations can now surrender their CTR with no formal board action. The Medical Board has added an option in the renewal process to renew a physician license without renewing their CTR. If the option is selected, the physician’s license number will drop the “CTR” suffix and the CTR endorsement will be given an inactive status.

Operational Dispensaries

Ohio has 58 operational dispensaries where a patient with a recommendation may purchase their medical marijuana product.

Special Status Requests

If a physician or delegate indicates that a patient is eligible for special status (either indigent or veteran) on their registration, the patient will be unable to activate or renew their registration card until the status is approved by the Board of Pharmacy or the status request is removed. The Board of Pharmacy routinely receives inquiries from patients who have a “special status” marked on their registration but have not provided the board with the requisite documentation for status review, either directly or through their physician. We recommend physicians add the special status request only if the patient has provided the appropriate documentation and that documentation has been forwarded to the Board of Pharmacy via mmcpregistry@pharmacy.ohio.gov.

Resend Registration Email

Physicians now have the capability to select “Regenerate Registration Email” on the User Account tab. This feature may be useful if a patient/caregiver needs to have a registration email resent.

 

Reset Password Instructions

Physicians now have the capability to send reset password instructions from User Account tab. This feature may be useful if a patient/caregiver needs to have a password reset.

Note: When patients/caregivers reset a password, they are required to enter their registered email address. To receive reset password instructions, the entered email address must be the same email address listed on the Registry.

 

Linking Patients & Caregivers

Caregivers cannot be processed through the Caregiver Approval Process if they are not “linked” to a patient. A recent update to the Registry will not allow the creation of a caregiver registration without linking that caregiver to a patient profile. Below the “New Registrant” section, search for the patient to be linked to the caregiver in the search field. Select “Add Patient to Caregiver”. Then select “Create Registrant” to complete the caregiver registration and link the patient to the caregiver.

Note: The patient must have a complete registration before the caregiver’s registration can be created and linked to the patient.

 

Abandoned Registration

Patients and caregivers have 90 days from issuance of recommendation, or the creation of the caregiver registration, to activate and complete their registration. A registration that is not activated within 90 days will be considered abandoned, and the patient/caregiver will no longer be able to activate their registration.

 

Recommendation Issuance

A recommendation will now become active upon the written date. Previously the recommendation start date was based on the date the patient activated or renewed the card and submitted payment.

 

Registration Renewal

A patient or caregiver is able to renew their registration starting 30 days before the registration’s expiration date. Registrants do not receive an automated email from the Registry with a link to renew their registration. Within 30 days of the registration expiration date, patients and caregivers can visit www.ohiomedicalmarijuanaregistry.com and login with their registered email address and password to renew the registration.

 

Recommendation History Report

A Recommendation History report is now available to physicians using “Reports.” Reports may be filtered by Recommendation Status (optional field), From Date (required field), and To Date (required field).

 

Physicians May Make Recommendations Prior to Existing Recommendation Expiration Date

Physicians may make recommendations up to 90 days prior to recommendation expiration date of current recommendation. Physicians using this feature will also have the ability to specify a future recommendation start date (if date is not selected, the future start date will default to the day after the current recommendation expiration date; future start date may occur no more than six months after current recommendation expiration date).

Note: This functionality only applies to physicians creating a new recommendation for a new patient. Physicians renewing recommendations will use the “Renew” tab. (If a recommendation is renewed before the current recommendation expires, the current recommendation will be terminated immediately and the new recommendation will be effective.)

Search Map Feature

If you applied for a CTR for any purpose other than making patient recommendations (e.g. research, specialized CME, etc.) please let us know and we will not feature your contact information on the map.

If you received your CTR this month or have not yet provided all of the addresses you wish to list on the medical marijuana physician locator, please complete the survey below. Your name and practice address will not appear on the search map until your survey is submitted. 

License Number

Please be aware, now that you have been granted a certificate to recommend, your official license number includes the suffix CTR. Example: 35.12345CTR. 

Standard of Care

All physicians with an active CTR must follow the full list of requirements in Rule 4731-32-03 Standard of Care in the Ohio Administrative Code.

The helpline staff does not have access to the Patient & Caregiver Registry so any registry related questions should be directed to MMCPRegistry@pharmacy.ohio.gov
